algae and anubias

Can someone explain the basic (pardon the pun) formula for removing unwated algae from anubia plants with bleach? I don't have potassium permagnate, but I do have bleach. Is this a "safe" way to get all that black gunk off of my anubias, leaves, stem, rhizome, etc.
 
Some people use a 1:20 dilute bleach dip and then dip it into dechlorinated water. You wouldn't want to put the whole plant in there. Just the leaves.

If this "black gunk" is BBA, you would be better off dipping it into Excel and then putting it back into the tank.
 
again that only fixes a problem. a good idea is to look into the cause so it doesnt come back.
