Am I doing something wrong?? Planted in play sand with root tabs. Dose with fert twice a week and c02. 6500K bulb on about 8-9 hours a day. Plants have been in tank a couple weeks

It looks like the bulk of your issue is on emergent leaves. Most swords are grown above water till they are sent to retail stores, so having these emergent leaves on them is common. Just trim off affected leaves and watch new growth for any signs of issues.
 
My ozelot sword was the same, just trim it up a bit and let it grow, my Lfs guy said the sane thing, plants were shipped above water line..
 
Mine does that when I move it. I keep rearranging plants and my poor sword has been moved three times. Each time the leaves do that for a couple of weeks. I just trim them off and then new leaves come in fine.
