AquaticLife Dual T5HO Fixture - 78 watts on 40 Gallon?

As the title states is it enough for a heavily planted 40 gallon tank for low to medium light plants? My tank is 17 inches tall.

Will high lighted plants be out of the question? I read the wpg is outdated for T5 lamps.

That will be high light, no doubt. Would will need sufficient CO2 with that setup.
