Aqueon Opti right 18-24" low light, medium light, or high light?

I am trying to assess what plants I can get in my 10 gallon, and the Aqueon lights I bought have absolutely zero numbers about wattage or anything. (Yes I know Aqueon is not the best brand but I am on a budget and I only have a PetSmart in my town) Does anybody know what this lighting would classify as, as I am looking into some medium light plants. Any suggestions to some cheap, high-light lights if this is not adequate?

On a 10g/40litre tank that would be on the border of low and medium light. About 20 lumens per litre.

Shame; any cheap high lights you would recommend?

Adding a 2nd light fitting the same as the one you have rather than replacing it with a higher output light would be the cheaper option.
