are these plants rotolas?

You are going to need some better pics. I can't make out what type of plant it is.

Are you talking about the plant in the foreground of the pic or in the background?
 
Definately need better pictures. Most of the plants in that picture are just a blur. Many plants can be difficult to ID even with a clear picture, so a blurry picture makes it almost impossible.
 
sorry guys I have a bad camera, I am trying to ID the redish to brown plant behind what seems to me a ludwigia and before the hornwort.
 
It slightly resembles Rotala wallachii, though I cant say for sure. Either that or some type of Myriophyllum....but I'm not certain.

Can you try getting a clearer picture? I know having a bad camera doesn't help, but try getting a clear picture of the plant.
