In my experience, HC is not hard to grow given the correct parameters. Wether you have them or not, is a different story.
Are you referring to Dwarf Baby Tears, Hemianthus callitrichoides, also called HC or Regular Baby Tears, Hemianthus micranthemoides?
Dwarf Baby Tears needs high light, CO2 or liquid carbon, and ferts.
Regular Baby Tears I've grown in tanks from medium to high light, with and without CO2 or liquid carbon, and ferts.

One other species often called baby tears, micranthemum umbrosum, does best in medium to high light, still grows upward although it creeps in emersed setups.
