Better lighting for my 29 gallon?

I have a pretty weak light on my 29 gallon. (Penn-Plax FL-20 18 watt fluorescent.) I would like to upgrade my lighting sometime, so I can grow some medium-light plants such as swords. What is a cheaper fixture that would provide adequate lighting?
 
A 2 bulb oddysea fixture is more than enough and relatively cheap. Cheap quality, yes, but a high quality fixture over that size tank would be overkill without co2 anyway.

Alternatively, you could go with a few spiral CFLs. I've done a planted 29 with only 2 spiral cfl's, it kept me in low-ish light but it was enough to keep the plants alive and green.
