Chlorine in Seachem Flourish??

Seachem's Flourish lists '1.15% Chlorine' as one of its active ingredients. What purpose does adding chlorine to a planted tank serve when we dose water conditioners to remove it in the first place???
 
That's via elemental analysis. Chlorine is the element, but also refers to Chlorine gas, Cl2, which is what used to be used in tap water. This chlorine is in the form of chloride, which is harmless and everypresent in water samples. It's a common counter-ion for many of the cationic fertilizers (Metal salts, CaCl2, etc).


Completely harmless, and of no concern.
