DIY C02 Help?

Hi guys,
So I made a DIY C02 system with pop bottles and sealed the gaps with silicone.
I put 2 cups of sugar in the bottle that was filled 3/4 way full with water.
I then put 1/4 tsp of yeast in.

It's been about a week and it only bubbles when I shake the bottle up.
It bubbles rapidly for about 5-10 seconds and then stops.

Have I done something wrong? How can I fix this?

Did you use warm water originally to "activate" the yeast and start the reaction?
