DIY Lighting for Planted tank

I have added some spiral compact fluorescents bulbs to my aquarium hood. The wattage specification for each bulb is 13w - BUT - it says that one 13w bulb = 65watts of incadescent. Which wattage should I be working into my needed light calculations?
 
well, since the usual Watts per Gallon estimate relies on normal fluorescent, which are quite dim compared to a compact or even a t8, I would probably add a fudge factor to any CF lighting wattage

so 13watt cfl maybe 18 watts fluorescent? (added ~35%)

then just apply the watts/gal rule that is so widely written about :)
 
I posed this same question on another board, where there are some plant folks i highly respect. They assured me to work with the 13 watts for my calculations. Over the past few months with these bulbs, I'd have to say they are correct, go wit the lower wattage.

Oh yeah, moving this thread to planted tanks.
