Two questions: 1) With my planted tank, which has been up and running for several months now, do I need to be added ferts? 2) My tank is 18" high, does this affect the amount of light that's getting to the bottem of the tank?

TIA

Fertilize if you want the plants to grow more. If they look fine now, they may be getting plenty from the fish and detritus.
Some plants prefer high light and others like lower light levels. Those at the bottom may be getting less light, but it really only matters with some types of plants. Maybe a list of what plants you have could help.

Lighting plays a big key as well as co2.
Depending on type of plants (slow growers vs fast growers) really depends on how much ferts you should be dosing

you don't mention the tank size or the amount of lighting...nor any mention of CO2 (which I'm assuming you're not adding)
