DUCKWEED + MY FILTER= A MESS

Ok, so under the suggestion of a member I bought some duckweed to serve as a light filter for my skittish black phantoms. The problem is when my filter is on all it does is shoot duckweed all throughout the tank like a big mixer. I raised the water level so the filter din't have as much of a splashing action (I have an airstone so oxygen isn't an issue) and it seems marginally better, aka the duckweed is just swirling around less violently.

The individual leaves are about 1/8 to 1/16", a bit smaller than I expected, got it from pet solutions...any ideas?
 
All the duckweed I've seen is small like that, so i doubt it's a problem.

I tried to grow some duckweed, but my goldfish ate it all...

I now have some free floating hornwart, which makes an excellent light filter, and since it's fairly large and heavy it probably wouldn't get kicked around by your filter as much.

My duckweed is just getting tossed around as well when I have the filter on high, but I can turn my down and then they just gently cruise around the tank.
