enough light?

i have a 10 gallon tank i am planing to plant and this is the hood i have:
Aqueon® Incandescent Full Economy Aquarium Hood - Lighting & Hoods - Fish - PetSmart

this is what it looked like before with 2 13 watt fluorescent bulbs, probably 3000ish k

should i be able to have healthy plants with this and ferts?
any suggestions for ferts?

If you stick with mostly Low light plants or hardy Medium light plants it should be fine afaik.

Mosses
Ferns
Anubias
The above don't like to be planted. You can tie or glue them to driftwood or rocks.

Bacopa
Bolbitis
Ludwigia
Crypts ( read about Crypt melt )

Etc...

You can dose the water column weekly with Flourish or Leaf Zone. Perhaps root tabs under your stems.

You can dose liquid Carbon if you like.

This is my very overgrown low tech tank. 2 CFLs
No Co2
Black sand over black Flourite sand.
I'm trimming this week.
