IMO I would go with the 24/7 due to its dimming capability. As per the review, it has a better light spread which may be important (depends on the size of the tank). PAR is similar to the Planted+. I have the latter and it is definitely not low tech.
What tank do you plan to use?

I plan on doing a 40 gallon breeder with low-medium light plants, dosing fertilizers weekly/root tabs and co2 supplements.
