I seem to have a problem with a dark dark green algae that is growing and covering my flourite substrate in open areas. There is 2.18 watts per gallon on my 55 tank. Any suggestions? It wont come up when I gravel vac it. and my lights are on 1030am-1130pm

can you describe the algae more? is it like a thin sheet of slime on the gravel ,maybe with air bubbles trapped underneath?

or is it fuzzy/hairy?

An easy solution might be to remove the algae as it possible and plant those areas.
If it is blue/green algae as I believe malkore is hinting at, different remedies are documented (such as periods of darkness).
