Frogbit question

So about 2 weeks ago I purchased some Frogbit online. I was sent about 6 different frogbit plants and I placed 3 in my 10g and 3 in my 55g. All the plants were the same size. Only one of the frogbit is actually growing, one in the 10g. Why would I experience different growth rates in the same tank? Why does it grow better in my 10g? The 10g has been up a running about 2 weeks longer than the 55g.

Here is the Frogbit in my 10g:

This is the light in my 10g (2 of them):

The 55g has 2 18" t8 natural daylight tube lights. (F15T8)

I dose them both with the same liquid fert:

I dose every water change (every monday) and sometimes dose midweek.

Anyone have any idea why it isn't growing in my 55? Thanks for reading!

The 10g with the 10w CFLs has more light than the 55g with a T8.

Is there a way to upgrade the 55 without changing light fixtures? I don't really have the money. Also why would only 1 plant in the 10g be growing? Thank you for your response!
 
Without changing fixtures, no, there's not really a good way to increase light.

The one plant probably bounced back after shipping faster than the others. Assuming they're all getting the same amount of light, the should all eventually catch up.
