Help identify mystery worms on plant?

Hey all,

I have some anacharis plants that I planted a few weeks ago and today I noticed two little white worms that are partially encased in plant material and almost look like they're caterpillars emerging from a cocoon! It's so weird.

Does anyone know what these are??

That does look weird, and not sure about it... Does it have and any hair like parts sticking out the back? Dragonfly or Damselfly Nymph?
