Help saving plants

My sister left for college this fall, and left a halfway started planted tank behind. She said to just leave it in her room, but I checked on it and the plants look pretty rough. There is just two types of plants, Monte Carlo, and the other one I can’t remember it’s name but it looks to be a type of grass. Basically they arn’t rooted very well and keep floating, and are turning very white. There is no water in the tank right now because that’s how my sister left it, and when I tried to add some the plants began to float. So does anyone have advice for what I could do to help save these plants?
 
Easiest thing to keep the monte carlo alive is to not fill the tank and just keep the substrate damp with a plant mister bottle. Place the tank near a window so it gets some good daylight or have the tank lights running 8 to 10 hours per day.

Treat it as a terrestrial plant.

The grass plant will probably be ok with this too.
