Today i set up my first planted 10 galón tank. I first added the substrate and gravel and then i added a few plants. My Water is alittle foggy, is it normal at first? When should i add fish? And is 1.2 wats per liter good?

Substrate will be foggy at first.

You need to choose whether you want a fish in or Fishless cycle before considering adding fish.

The tank was alteady set up from before. So my hang on filter still has beneficial bacteria right? Does that mean the tank is alteady cycled? I did drain all of the water to add the substrate and gravel.
Thanks for the help

If the contents of the filter were kept wet with tank water then yes it was preserved.

Guppies are very hardy they are good to cycle with. Just make sure to test daily so you can water change if needed.
