Help with newer plants

I have these taller plants that I got and it seems that they aren't doing as well as I hoped. The java ferns and anubias are doing well. Any thoughts. Its a sand substrate and only dose with seachem flourish. Also, right now ammonia is high as I am going through a cycle. Thank you

You might find that you don't have enough light for it. Milfoil requires extremely high lighting to thrive.

I had it in my tank and it ended up dying off after a month or so and I'm in the upper end of lighting.
