Is this Normal.

Is this normal growth? The stem grew sideways and I now have all these shoots. Should I plant the whole stem?

that looks like my hygrophilia polysperma and it is normal for it to offshoot several times from the stem and u are lucky if that happens becasue then u can get like 5 new stems out of 1. just replant it and watch it grow. this plant is amazing. it grows like a weed but is a really nice plants if u put little bunches of like 3-5 stems together. but only do this is u have decent lighting or the bottom of the stems will al die and rot away.
 
Quite normal. Many aquatic plants will have new growth "creep" before they start growing upward. The idea is to take as much room as possible first, then grow up.
 
I have a rotala stem in my tank that started to do the same exact thing. The sideways part has about 4 hair roots dangling down from it. I cut them off but the stem didn't straighten up.
