Java moss not growing

So I got a piece of java moss and in 3 months its maybe doubled in size everyone talks about their moss going crazy here is my info let me know what u think
55g w/aquaclear 70
50% pwc
Plants-purple cabomba, riccia (floating), crpto spirialis, java fern, moss balls and java moss
Fert-nourish 1 cap full x2 a week
Lighting- t8 32 watt 10k x2, and t5 28 watt 6500 x1
What am I doing wrong

That's surprising, since my spare Java moss is growing in my overstock plant bin sitting by an open window. Is it being blocked from light by the floating plants or leaves from other plants?
