So if I'm doing a DIY light build and my tank is about 19 ins long would an 18 in fight fixture be too much light?

No that is good, it depends what do you need the light for, plant or watching fish

yeah, that should be fine. typically you want to match the size of the fixture with the length of the tank. you can even go a bit smaller too.
