Lilly pads

Bought some lilly pads and they are growing good but they are not growing up...it looks like I have a bush of lillies ...why aren't they growing up

i have the same problem they are just growing out they. 1 did kinda grow up but then stop i thought it was maybe the plant took a while to grow or maybe strong light my lace kinda of hogs over it

Not growing up
