Fast growing and low light is pretty much an oxymoron. Water sprite is the only one I know of that can grow moderately fast in lower light.

I don't have personal experience with it, but it is a low light plant. It will grow slower in low light and faster in high light.

Most valisnerias and elodeas grow well and pretty fast in low-med lighting.
