I think that light would be good for medium to high light plants with co2 injection and/or Excel supplementation. Unless you suspend the fixture like a foot above the tank.
PAR values between 80-120 are considered high light.
Your tank is about 24" in height. Substrate a 2 to 3" in substrate. And you're looking at approx. 90 to 95 PAR is my guess... (SOURCE - Technical Details)
