Min lighting requirements

Just starting a planted tank and Im wondering how much lighting ill need. 29 gallon tank, moderate light plants, 8 neon tetras.

I set one up before with diy co2 96 watts CF Florite base with gravel... all plants kinda lost leaves and green algae took over glass. Dont want same problems this time.
 
The 96W CF would be fine, you just need more CO2. CO2 injection is the way to go for that sized tank. DIY just doesn't cut it except for smaller tanks (Under 20G), IMO. And the reasoning for the loss of leaves and algae is more of a nutrient imbalance than a lighting issue. Go through the stickies a couple times. Lots of valuable info in there.
