Does it ever stop clouding?

I have a small tank and I've rinsed and stirred a million (okay, not quite) times and it still keeps clouding. Any hints? Or just keep rinsing?

Keep rinsing until you see a noticeable reduction in the amount of clouding, then add to your tank and wait 24-48 hours. The water should be mostly clear by this point. It will cloud up when you disturb it during routine maintenance and while planting and rearranging. Each time it will take less time to clear, and eventually you'll only get minimal clouding that will last a couple minutes.

also it will go away on its own once you start gravel vac. and the filter can collect it on the floss. Mine doesnt even cloud when I move it anymore
