New lighting for my 10 gallon

Ok right now I have two 10w aqueon 50/50 bulbs on my 10 gallon planted aquarium. Now that I have money again I am planning a major upgrade to my tank. I am first going to upgrade my lighting which brings me to my first question. I want around 40 watts for my tank to make it a high light tank. I already have co2 so no worry there. I just want to know what I should use as my new light. I'm open to all suggestions. I am also planning on adding dwarf hair grass after I put Eco complete in place of my sand. After I have all of that figured out I will get a couple Dwarf Crayfishs because my bamboo shrimp has died and I feel as if I am missing something. So my questions:

What lighting system should I upgrade to?(price is not a huge deal, but Ut would be nice if I could still use compact fluorescents)

What substrate should I use, other than Eco complete? What have you had the most success with?
