New to planted tanks

I've been trying to do research to make sure I get everything right.
I just emptied and cleaned out my 20 gal. tank and I've always wanted to have a planted tank. I have Fluval Stratum for substrate.

Here are my questions...

How much substrate should I put in?
What kind of light should I use to grow hair grass as a carpet?
What kind of fertilizer to use?
and
the easiest way to supply CO2?

Still doing research but I figured just posting my questions may get a faster more specific answers to my questions.
 
I use between 2 and 3 inches of substate. As for light you can look into LED's like the Finnex or another brand I can't think of off the top of my head or go with T5HO's. Is the tank a 20H or a 20L? As for CO2 in that size tank you could do DIY or pressurized if you want. Or depending on the light used you could possibly do liquid carbon such as Excel instead of CO2.
