number of plants

I have a 30 gallon with stock lighting. Can I heavily plant it with low-light plants without having to dose ferts or Co2?

In short, yes, if you choose the right plants.

Like some java fern and amazon swords? Maybe moss?
Is there some kind of grass type plant that's low light?

And is dosing ferts complicated or expensive bc I might anyway just for good growth

Dosing ferts wont improve plant growth if they are not using them. When a tank has high lighting the plants grow faster and stronger, therefore, need more nutrients.

Javamoss planted correctly can be a good grass type low light plant.
