Photo: Diatoms or Dinos?

Have been trying to resolve an outbreak of brown growth affecting mostly my plants. Was thinking it was Diatoms, but it's not going away like a bunch I had before. Just started DIY CO2 10 days ago. Brown growth might be slightly less since then, but the brown growth has been present for 6-8 weeks.

Would love to know what I'm dealing with. Photo also shows little white specks that I'm thinking could be Ich? Tank is heated to 83°F 24/7. I'm a noob to most of y'all so I hope someone can weigh in. Many thanks.

Never seen anything like that. It almost looks like a fungus. If you find out what that is please post it.
 
With Magnum. Does not look like diatoms. The white stuff is definitely interesting. Ich is on the fish. Cannot survive if not attached to fish. So I don't think it's Ich.

You know what chat you might be right. The white spots could be diatom skeletons.
