Recently about a week ago bought some aquatic plant bulbs for my tank but 1 of them has developed a slime coat around the seed is this normal

a picture would help, how new is your tank, it could be diatom build up on the outside of the bulb, plant bulbs in my experience have a tendency of being hit or miss, it could also be rotting?
