I bought this as a dry bulb. I really like it and want to care for it properly as I'm a beginner at aquatic plants

I looks like an aponogeton species. I don't have enough experience with the genus to be confident in a exact ID, but cispus or undulatus would be pretty good guesses. There's also hybrid species being sold in those bulb packages now, so an exact ID might be impossible.

Is it planted correctly or should I move the bulb under gravel
 
It could be a little bit deeper, but I'm a big fan of the "if it's not broken, don't fix it" school of thought.
 
Something is eating the leaves, I think it's my bristle nose pleco
