This was sold to me either as blue stricta or blue willow hygro (which I don't even think is a real name), but I have doubts. The lower leaves are still emersed form, and it is a relatively slow grower. Opinions?

Looks alot like Hygrophilia corymbosa. I have the compact form of this plant, looks exactly the same as yours, colour and all. Only difference, the leaves on mine are not quite as long as yours. Think you might have the larger version.
 
I agree with Glenc, Hygrophilia corymbosa, it could be any one of several cultivars of this plant. That does look like the common variety.
