planted carpet

if i dont have substrate can i still have a carpet of hair grass and a planted aquarium

I can't speak to hair grass but if you stick to plants that feed from the water column like watersprite, java fern, most mosses, anubias sp. you could do a planted tank without substrate. I have seen fry tanks done this way. You tie the plants to pieces of driftwood and rocks.
 
Java ferns, anubias, and other ferns dont need substrate. Also, floating plants like frogbit, salvinia (dont kno how to spell it) duckweed, redroot floaters, and watersprite, anarchis, hornwort, riccia, float. Mosses cAn sit in the tank or float, or you can tie to something long and flat and mKe it look like its floating
Every other plant needs something for its roots, but you can plant them in pots and put them in.
