Good day. If there are mat type plants that, hopefully, will cover the substrate, how does it affect vacuuming the tank? Would I simply move the vacuum across the top of the plants?

It's tough, every carpet I have had requires lots of up-keep. You should try and swish the siphon around over top, gently press in into the plants. You should also keep it trimmed and don't be afraid to rip it all out, clean really well, and replant / restart the carpet. Other wise, you get loads of rotting organics built up underneath the plants.
