The plants I bought from my LFS came potted in some material that I can only describe as wet insulation. I tried removing as mush of it as i could from the roots but wasnt very successful without damaging them. Will it hurt anything to plant them in the substrate still packed in this material?

the material is hydroponic wool or rock wool (I think).

You take off as much as you can (sometime rinsing under water will help wash it off), then plant it. it won't harm your tank and actually has a high CEC.. (there is a reason they use it to grow the plants). so just plant it after you've rinsed off as much as you can.

They key is to rinse as much off as possible. The rockwool usually contains a NH4 element to it which can lead to an algae bloom. Using NH4 in emmersed setups isn't bad at all but under water is nothing but trouble.
