They can live fine in just the rocks.


Depending upon what plants you have you may want to consider purchasing some root tabs to sink into the rocks near the plants.

Eventually even if you have a planting substrate you need to either top dress it with more or add root tabs etc.

You may also need a soluble fert for the water column.

With no substrate you won't need root tabs at all. One bottle of Seachem comprehensive should cover you for plants that attach to rocks.

I haven't actually ever seen a planted tank with no substrate at all. It would be great if you could post a pic.
 
I used to have a 20L with no substrate. I had a big branchy piece of DW with Bolbitus, Anubia's, fissidens, and a large piece of water sprite and it looked good, was easy to keep clean, and plants grew well. I just took it down 2 weeks ago after 2 years.
