wanting to setup a new planted tank, do i put in all the deco, substrate, plants and then the water and let it cycle with plants in it, or do I let the tank cycle and then add everything ?

Cycling with plants has pretty much become the accepted way to do it. They can do no harm, although they may cause a slightly perciptible slowing in cycling time due to ammonia uptake. But who wants to look at a bare tank for four weeks. Plant it and watch it cycle :)

just thought about another question how to actually plant the plant in the substrate? just stick it in, make a whole, place it and cover it up etc?

That's a simple way to put it, but yeah, that's pretty much the way to do it. Read the stickies on this forum for some good advice on how to go about it man
