Anytime i disturb this substrate by the slightest little bit, it clouds my entire tank.

Is that just how this substrate is?

Yes it is. It will get better as it ages.

I'm afraid so. This is why I personally don't like Flourite. I can't stand the clouding. It will get a little better though...

and the more you wash it originally, the better too.

I use a wire mesh strainer. a paint strainer works well too.
