Simple plants for a 10 gallon

I want to set up my old 10 gallon tank after school ends (13 more days, thank gosh).

I think I want to go with a moderately planted tank, not too much. I don't want any plants that would require CO2, fertilizers (minus FloraPride), or special substrate.

I want to do a sand tank, with a betta and some shrimp.

Can you please recommend cheap lights and some good beginner plants? Thanks.

For a 10g you can use a couple CFL's bulbs.

Plants I have with my betta and shrimp:

Java fern
Java moss
Anubias
Anacharis
Italian Vals
Marimo (moss) ball

Sand works great and I'd recommend you look at PFS (pool filter sand).

Another few to add to that list are Primrose (ludwigia repens), hornwort, wisteria, water sprite.

Can you dumb down the lighting a little more for me? My tank doesn't have a hood so I want to spend (max) up to $35 on a hood and lights.
