staurogyne repens spreading horizontally

So staurogyne repens spreads horizontally as I've read... Mine seems to be getting runners that float to the top... Meaning it grows horizontally but doesn't quite root into the substrate . Am I doing something wrong? Should I just be patient? Should I assist all the runners by planting them indefinitely into the future?
 
It is possible you don't have enough light, so they are trying to reach the surface for better light.
