when to give up on a plant ?

I had this plant for a couple of weeks now, is not doing well, but is not dead either. It just turn brown or yellow and has never flourish. Im about to give up on it and pull it out.

Any thoughts ???

Is it even an aquatic plant? What is it called?

That's the thing I don't remember and I always keep the plant tags but I don't have this one !!! I'm beginning to think the same that it might not be an aquatic plant.

It looks kind of like peacock fern, a non-aquatic, that finally decided to kick the bucket.
