Would these lights work?

I personally wouldnt buy them. They might work for low light planted tanks but i wouldnt trust them for more than that.

Is there a reason youre looking at flood lights over a standard aquarium light?

Without having any par data on them, it's hard to give solid advice.

They will grow plants, but the question is how high of a light level would they give. What size tank is this?
