Would this work for my 35 hex?

I am wanting to go as cheaply as I can for better lighting...the Hubs is puttin' the skids on spending.
I found this retro fit ballast on E-Bay, will this work:

I have some wisteria, water sprite, dwarf sag, tropical sunset, and something else I can't name...
This would be in conjunction with another 15 watt bulb. Running some Seachem Flourish and considering some CO2 but none yet.

The second would be much better. Hexes are really tough to light for planted tanks, because they are so deep. You will want to get as much light as you can over it for the dwarf sag....as it will be deep in the tank (on the substrate i am guessing).
 
Either of those fixtures would work, although I thing the second would probably look better over the tank and you probably won't need to use with the old light. With either you're definatley going to need to look at injecting CO2 into the tank.
 
Okay, I am also assuming I should put legs under them so they don't melt anything?

CO2...got it. I have plans to try the DIY method and see how it works. They guy I bought the plants from uses this method and they look pretty good.
