I was wondering if you can use multiple filter pads at the same time?

yes you sure can, as long as they will fit. it will most likely reduce the flow though. i hate buying filter pads because they are so expensive so i get a filter floss pad and a carbon floss pad and cut them to size

Yeah do you mean the course pads or the polishers? If just the polishers then get some polyfill, cheaper and you can stuff the crap out of your filter with whatever room is left.

I was considering a new carbon filter pad and adding a phosphate one.

I was also considering changing the filter system completely. I have the Tetra Whisper 30 now and I'm thinking about switching to the Aquaclear 30. Any thoughts??

Get the 50, and those pads IMHO are a waste. They don't give you enough leeway in between changes to actually make a difference. Plants are a better solution
