You're planning to keep those two puffers together?
If thats the case and those are the photos of your puffers they both should not be housed together.
The one in the top photo looks to be a figure eight (Tetraodon biocellatus) while the puffer in the bottom photo looks to be a green spotted puffer (Tetraodon Nigroviridis).
They each require different environments. The figure eight does best in low end brackish water while the green spotted moves into higher brackish water and eventually full marine as adults (full marine is fine at a younger age as well).
Besides the different water conditions you would be likely to run into issues with their temperaments/behaviors as well. The green spotted will reach a larger size than the figure eight ever will and is typically more aggressive as well. This would likely not end well for the figure eight.
In most cases puffers do best in a species only tank and not all puffers will tolerate another of the same species.

Not all no. There are freshwater, brackish, and marine puffers.
Dwarf puffers are one that are freshwater.
The figure eights are low end brackish.
The green spotted puffers need brackish when they're young and do best in full marine conditions when they're older. They can be housed in full marine conditions when younger though.
Two green spotted puffers are going to need a pretty good sized tank, 75 gallons would be best especially at marine conditions to allow for space for live/dry rock and such.

Th green spotted puffers need at least brackish, higher end brackish as they age and full marine is best as adults. They will stress easier when in freshwater, immune system is compromised, and will live shorter lives. They would be fine in full marine at a young age, I think this is easiest as the tank could be set up as saltwater to begin with and the filtration in saltwater (live rock, skimmer, etc) is more efficient than with freshwater.
The 20gallon would be too small unfortunately. The 90g would be more than enough for two full grown green spotted puffers and would allow space for potential tankmates, depending on the puffers.
For one green spotted puffer 30gallons is minimum because of their size, bioload, eating habits, etc. A 30gallon, however, would be on the smaller side once at full marine levels with the space that would be taken up with live rock. Their swimming space would be compromised and lesser water volume would likely cause issues with parameters once at full size. These guys reach up to 6 inches and are big around as well, think nerf football. For one in full marine conditions I'd say a 40g would be best, better footprint, more water volume, etc. for just one green spotted.

I hope they survive. Most gsps are sold in freshwater so acclimating is very important

Are they still in freshwater? I'm assuming because if your tankmate choice. Though I could be mistaken as I'm not too familiar with freshwater fish.
A lot of puffers to not do well with tankmates, one if those is GSPs. They're usually aggressive.
