One of my angel fish has split a top fin, guitar badly, divided into 3 parts, no quarantine available, should I rush to get one set up? The only thing that I could think it is, the flowrate if the filter?

Because the fin is such a tender thin almost film like appendage, it can get split rather easily. Unless you see the parts getting red or fuzzy white, I would not be too concerned. That said, if you have a suspicion of the cause, you need to address that and make corrections. If it's from another fish, you may need to re-home one of them.

No, it shouldn't be from anyother fish, did exactly everything the guy at the store said, should I turn down my filter, right now my turnover rate is 8.4, so it is a bit excessive but not massive

That's one of the plus sides to the fins being so thin. They don't have a lot to heal. ;) Sometimes, just clean water and a healthy diet is all it takes. (y)
