Also I'm looking at puffers so what are your thoughts ?

40 Gallon Long Fowlr

A valentini or a spotted puffer would be good choices for this tank.

So what would some tank mates be for a puffer? Could I put a smaller wrasse in there?

A puffer and a wrasse should be fine.
